The shareholder group Investors Unite has been pushing the idea that the U.S. Federal Housing Finance Agency, which oversees the two companies, could bring them out of conservatorship on its own. They were placed into this special status in September 2008 during the depths of the financial crisis.
University of Maryland business professor Clifford Rossi, for instance, recently penned an article in American Banker on the subject titled, “If Congress Won’t End GSE Conservatorship Soon, FHFA Can.”
